Draft Minutes of a Council Meeting on July 24, 2003,
at 7.30pm in the Club

1.    Apologies for absence
Apologies were accepted from Cllrs Gover, Binns and Fairbank.
 

2.    Declarations of interest
Cllr Willetts declared an interest in items 5 (ii) and 8(i) a, in that he rented land from Mrs J. Barrow
 

3.    Minutes of the previous meeting
The minutes of the meeting held on July 10 were agreed as a correct record.
 

4.    Matters arising
It was thought that Cllr Binns had given extra work to the Council’s contractors in the recreation ground.
It was agreed that the new notice board would be placed in the recreation ground if it could not be sited to replace the existing board at the Club.
Mr Oswald Smith was happy to have a plaque describing him as Ossie.
 

5.    Questions from the floor
There were no questions from the floor

 

6.    Correspondence received/items for circulation

  1. Craven District Council: Regeneration Bulletin/Notes on Area Forum meetings in Spring 2003.
  2. Mrs June Barrow: Re Dale End Water Company
  3. North Yorkshire County Council: Launch of Little Red Bus

It was agreed to write to the Dale End Water Company asking if they wished the Council to assist them and to Mrs Barrow expressing the hope that the water pipe would stay in place until the DEWC had found an alternative and adequate supply.
 

7.    Reports from County and District Councillors
Cllr Wheeler reported that CDC would favourably receive a request for funds for a speed advisory sign if MAPS made it on behalf of a group of councils.

He said CDC’s decision on the planning application at Lower Kirk Hill Farm would not be altered despite the unsatisfactory nature of the site visit. Cllr Binns’ comments on a report from CDC Planning Chief Duncan Hartley were made known to the meeting

Planning

(i)    Applications received:

1.    Proposed works to trees, Dale End Mill. Mrs June Barrow. 53/2003/337

2.    Proposed works to trees, Sidegate Cottage, Sidegate Road. Mr Tony Binns. 53/2003/3366

It was agreed to request CDC’s enforcement officer to carry out an inspection of the trees which the applicants wanted to fell.

(ii)    Applications approved:

1.    Alterations to door and window and erection of new front boundary wall, Nethercroft, Sidegate Lane. Mr J A Ayrton. 53/2003/3201.

9.    Craven District Council
To consider applying for dispensation from the Code of Conduct rules in special circumstances.

It was agreed to apply for dispensation on debates affecting the Village Hall and Village Club

10.    North Yorkshire County Council Draft Corporate Plan
To consider attending a consultation meeting on August 14

The plan was noted

11.    Office of the Deputy Prime Minister
To consider responding to a consultation paper on indemnities for council members and officers.

It was agreed to reply to the paper.

12.    Allowances for Parish Councillors
To consider a request from Craven District Council for views on the introduction of allowances for councillors.

It was agreed not to seek allowances for councillors but to accept travel and subsistence allowances when attending events on behalf of the council. The general rule being that councillors should not be out of pocket and that subsistence allowances should be reasonable.

13.    Draft Revised Regional Planning Guidance
To consider responding to the consultation document

No action was taken

14.    Minor items and information
Cllr Willetts reported the finding of drugs-related items in the chapel grounds. It was suggested he contact the chapel authorities.

Cllr Wheatstone said the football pitch needed mowing. The Clerk would contact the chairman to determine responsibility for this.

The meeting closed at 9.20pm
