Minutes of a Council Meeting on November 11, 2004, at 7.30pm in the Club House

1 Declarations of interest No interests were declared
2 To receive and accept apologies for absence. Cllr Mark Wheeler’s apologies were accepted.
3 To approve the minutes of the meeting held on October 14, 2004. The minutes were agreed as a correct record. Cllr Gover reported that he had been in contact with Sgt Scott at Crosshills police station about anti-social behaviour and that a visit had been paid to two youths in the village.
4 Questions from the floor. There were no questions.
5 Clerk’s report (attached). The report was received. Cllr Wheatstone agreed to contact the owners of Quarry Road to find out their views on a dog waste bin. Cllr Greaves agreed to contact NYCC Highways Department about the bridge repairs at Bomber Clough Beck, vergeside cutting at Calf Wood Lane and White Hill Lane, and a hole in the road at Lanehead.
Thanks were expressed to Mr Ed Harrison for cleaning the war memorial. The Clerk was asked to write to him

7 Reports from County and District Councillors. Cllr Greaves said the county council would be writing to the Strategic Health Authority and the Minister to object to the closure of podiatry services at Crosshills Medical Centre. Network Rail had been asked to improve the open times for the level crossing at Kildwick and Crosshills.
Cllr Fairbank reported that new 3-compartment waste bins would be delivered in April to homes which already had brown garden waste bins. Emergency data link boxes were distributed to members to pass to interested residents.
8 Finance
1 To consider the budget for 2005-2006 (draft sent separately) Suggestions were made for the budget which would be considered in December.

9 Planning:
1 Applications approved:
53/2004/4504 Division and extension of existing house to 2 houses and construction of 1 new garage: The Willows, Quarry Road, subject to conditions which include the construction of a water storage facility which will not have any undue adverse effect on other users of the supply
2 Applications received:
52/2004/4825 Conversion of existing redundant domestic workshop into existing dwelling and internal alterations of existing dwelling, Briggstone Barn.
Mr and Mrs D Hirst. . No objections were made.
53/2004/4842 Extension to provide dayroom and bedroom/ensuite and a dressing room, Rookwood. Mr and Mrs Lee. . No objections were made.
10 Risk Assessment: To discuss the creation of a risk assessment system. It was agreed that Cllr Binns would pass his comments to the clerk who would then circulate them to other councillors.
11 To consider the appointment of a representative trustee on Lothersdale Parish Trust. Cllr Binns was nominated and agreed unanimously.
12 Quarry Road. Cllr Wheatstone reported that some pot holes had been repaired.
13 Traffic calming: To consider a policy. Cllr Greaves said she would contact NYCC and Bill Isherwood to see is a grant could be paid for traffic calming work to be done.
14 Village signs: To consider a strategy for signage in the village. The issue was postponed to a subsequent meeting. Cllr Wheatstone described a recent incident where an emergency doctor had been driven to High Fold in Keighley and was delayed by more than an hour. Cllr Greaves said she would contact the Primary Care Trust about their drivers’ knowledge of the area and send a copy to the clerk.
15 Meetings in 2005: To consider dates of next meetings. It was agreed that Anne Salter would act as secretary for January.
16 Parish Plan: To consider a progress report. Cllr Wheatstone outlined the next steps towards production of an action plan.
17 Items of minor information. Cllrs Marshall and Wheatstone complained of flooding at Spring Terrace. Cllr Willetts said he believed land drains on Knott Field had fallen into disrepair and this was causing excess amounts of water to run into the road. Cllr Greaves said she would contact NYCC about the field drains and also to see if an escape could be cut into the bridge at Spring Terrace.
It was agreed that Cllr Binns would approach the Women’s Institute to discuss re-siting the memorial tree.
The Clerk was asked to seek information on cleaning the playground rubber mats
