Minutes of Parish Council meeting on October 9th, 2006, at 7.30pm at the Clubhouse

1                  Declarations of interest.

·        Cllr Wheatstone item 10a planning application for an outdoor play canopy at Lothersdale CP School. Cllr Wheatstone is an employee of the school. Cllr Marshall as her husband is a governor of the school.

2                  To receive and accept apologies for absence. None received

3                  To approve minutes of the meetings held on August 24th and September 4th, 2006. Minutes approved and signed.

4                  Matters arising from the minutes. Dog bin has been installed.

5                  Chairman’s statement. Cllr Wheatstone read the chairman’s statement.

6                  Questions from the floor.

·         Several questions were asked re. the statement. Cllr Wheatstone referred back to statement in response.

·        In response to concerns re the cost of the legal work and future hearings Cllr Wheatstone responded that the full costs will not be known until all proceedings had come to a close.

7                  County and District Councillors’ reports.

·        Cllr Wheeler provided his report:

(i)                  New rep for NY Highways starting in Dec. Ken Martin is acting rep until then.

(ii)                Hawshaw Moor and noise nuisance is being monitored by environmental health and action taken where necessary. Landowner has agreed to limit events to between 10.00am – 5.00pm.

·        Cllr Fairbank:

(i)                  Cllr Fairbank to undertake to ensure provision of blue recycling bins.

(ii)                NYCC and York are to introduce a new scheme for recycling to include small villages in a more effective way. Details to follow.

8                  Correspondence received:

·        Correspondence was received and past to Cllr Marshall.

9                  Finances:

·        Payments to be approved

·        Payments made

o        Kit Cowgill for grounds maintenance £179.57. Approved

·        Receipts:

o        £43.03 interest from Standard Life Account.

o        £3850.00 precept 0607 2

 

 

 

10               Planning applications received:

·        Ref: LH. Proposed erection of an outdoor play canopy at Lothersdale CP School. Cllr Wheatstone left the meeting while this item was discussed due to prejudicial interest. There were no objections to the planning application.

                    Appeals:

·        Appeal ref: APP/C2708/A/06/2009749 Construction of a dwelling (ecohouse) and associated engineering operations and erection of a wind turbine. Appeal was turned down. Parish Council are disappointed at the outcome of this appeal.

 

11               To consider an application for grant from Lothersdale Village Trust. Dispensation granted to individual Clls by the CD Council so item could be discussed for up to 12 months.

·        Lothersdale Village Trust has applied for a grant of £500.00 for improvements to the Clubhouse. Cllr Gover proposed that the application be granted. This was carried unanimously.

12               Report from Cllr Wheatstone on the village map.

·        Cllr Cullen reported on progress. It was decided that:

(i)                   A further meeting was necessary to consider fonts, legends and how to display the map.

(ii)                M Willets to provide an invoice for work carried out.

(iii)              Extra-ordinary meeting set for 02/11/06. 7.30pm at the Clubhouse.

13               To discuss the clerk’s contract.

·        Start on LCI pt 15 - £15,096 (20 hours per month).

·        Section 4 to be finalised and agreed upon at next meeting.

14               To consider progress on replacing coping stones on Bent Hall Bridge.

·        Start date set for Feb 07.

15               Items of minor information.

·        Cllr Gover suggested that Robin Cussner to read names in Armistice Day Service. To be placed on agenda for next meeting.

·        Cllr Binns highlighted that guttering need clearing throughout the village. Cllr Fairbank to contact CD Council.

·        Clerk to contact the Highways Agency re the state of the verges on White hill Lane outside Cross green.
