2                  To receive and accept apologies for absence.

·         Apologies received from Cllr Wheeler – previous engagement. Cllr Fairbank – Ill.

3                  To approve minutes of the meetings held on 10th  & 24th  July 2008. Approved as a true and accurate record.

4                  Matters arising from the minutes.

·         10-July

¨       Item 15. Danielle Brown. Civic reception in the village hall on 27-Sept at 8.00pm.

¨       Cllr Marshall to arrange light refreshments.

¨       Cllr Gover to ask Judy Woods to provide a cake. Cllr Gover to prepare a poster and distribute with Cllr Cohen.

¨       Cllr Cohen to invite the press if the Brown family are happy for the press to be there.

¨       Cllr Binns to speak on the night.

¨       Cllr Cullen to organise drinks.

¨       The Clerk to email poster to members of the Lothersdale community.

¨       Unpresented cheque given to Cllr Binns.

9                  Planning:

·         Applications refused:

¨       Proposal: single story extension at Hawshaw Side

¨       Proposal: conservatory to the rear of 1 Devonshire House Farm

·         New Applications:

¨       Application No: 53/2008/8873

¨       Proposal: construction of storage building in connection with Raygill Fisheries

¨       Location: Trout Hall, Lothersdale

¨       Applicant: Mr Bernard Clements

¨       No Objections.

10               Lothersdale book of walks.

·         It has been decided to reset the whole book to include new material and a new cover illustration.

·         The cost of the book to LPC will be just under £6.00.

·         500 copies will be £3,000.00. LPC to seel loan from the  Parish Trust to cover the initial outlay.

·         The book to retail at £9.00.

11               Village flood mapping. Consider who to attend site meeting on 1st October.

·         Cllr’s Binns and Cohen to attend the meeting.

12               To consider BT’s proposal to remove the public payphone.

·         Display the ‘Second Notice’ relevant to Lothersdale.

·         Cllr Cohen proposed that if the campaign was not successful that the council pay the £500.00 costs to keep the phone box functional and review the situation after a year.

13               To consider the use of millennium fund to place a diorama on Pinhaw Beacon.

·         Elslack Estate agree in principle but need to see the design and agree the location.

·         Cllr Cullen to research options for the design.

·         Place on October agenda.

14               To consider development of the recreation ground.

·         First priority is to resolve the problems with drainage.

·         Cllr Binns to speak to Mr Parker re the cost of a drainage survey.

·         To be placed on October agenda.

15               To consider whether the council should make a response to the proliferation of the 30mph speed limit signs within the village boundary.

·         Clerk to write to Highways to find answers to the following:

¨       Why was this done without consultation?

¨       Why it was not carried out throughout the whole village?

¨       What is the cost of the scheme?

¨       Where have the funds come from?

16               To consider response to letters from Liz and Terry Goodison re. proposed wind farm near West Marton.

·         The parish council decided to take no action.

17               Items of minor information. – None.
